| 高标准农田建设是“十二五”规划的重要内容,我国幅员辽阔,地形地貌复杂多样,存在生产力,效率不高等问题。加快高标准农田建设,是优化云南省农业结构,推进高原特色农业现代化建设的基础工程；是转变农业发展方式,进一步深化农村改革的有力保障；是实现农民脱贫致富,确保全省农村如期全面建成小康社会的重要举措。为规范云南省高标准农田建设,统一建设要求,优低下化土地利用结构与布局,促进耕地集中连片,完善农田基础设施,提高耕地质量,改善农业生产条件和生态环境,提升粮食综合生产能力,严格保护耕地,实现农业提质增效,促进农业农村可持续发展,特进行了高标准农田建设标准的研究。 |

| The construction of high-standard farmland is an important part of the “Twelfth Five-Year Plan”. China has a vast territory, complex and diverse topography, productivity and low efficiency. Accelerating the construction of high-standard farmland is the basic project to optimize the agricultural structure of Yunnan Province and promote the modernization of plateau-specific agriculture; it is a powerful guarantee for transforming the agricultural development mode and further deepening the rural reform; it is to realize the poverty alleviation of farmers and ensure the comprehensive completion of the rural areas of the province as scheduled. An important measure for a well-off society. In order to standardize the construction of high-standard farmland in Yunnan Province, unified construction requirements, optimize the land use structure and layout, promote the centralized contig of cultivated land, improve the farmland infrastructure, improve the quality of cultivated land, improve agricultural production conditions and ecological environment, and improve the comprehensive grain production capacity. Strictly protect cultivated land, achieve quality improvement and efficiency, improve the sustainable development of agriculture and rural areas, and conduct research on high standard farmland construction standards. |
