| 水利是农业的命脉。水利扶贫背景下,农业灌溉用水需要合作管护支渠以下工程。本文以渠凤村农业灌溉用水合作为例,基于演化博弈的分析方法,探讨水利合作的困境,剖析自主管理模式下用水合作路径演化,寻找演化稳定均衡策略(ESS)。演化分析结果表明：(1)“搭便车”行为导致水利合作困境；(2)带头人的典型示范效应的作用,是诱发用水户用水合作的前提条件；(3)水利扶贫资金的支持是合作成功的关键；(4)科学合理的制度设计是自主管理模式的运行保障。最后,提出促进农业灌溉用水合作自主管理的相关对策建议。 |

| Water resources are the lifeblood of agriculture. Under the background of poverty alleviation by water conservancy, agricultural irrigation water needs cooperation management. Taking Qufeng Village Agricultural irrigation water cooperation as an example, based on the evolutionary game analysis method, this paper explores the dilemma of water resources cooperation, and analyzes the evolution of water cooperation path under Self-Management mode, and find the ESS. Evolutionary analysis results show that: (1) free-rider behavior leads to the dilemma of water cooperation; (2) the role of the typical demonstration effect of the leader is the precondition to induce the cooperation of water users; (3) the support of water resources poverty alleviation funds is the key to the success of cooperation; (4) scientific and rational system design is the Operation Guarantee of the self-management model. Finally, the paper puts forward relevant countermeasures and suggestions to promote the autonomous management of agricultural irrigation water cooperation. |
