基于超效率DEA模型的水资源利用效率评价

摘要:
本文选取反应水资源条件、用水情况、经济状况的4项、6项和5项指标,结合超效率DEA模型,分别分析水资源条件的用水情况产出、水资源条件经济产出和用水情况经济产出的效率问题,选取资源型缺水地区——地处黄河中游的陕西省和山西省21个地级市为研究对象。研究结果表明:水资源条件作为输入,用水情况为输出时,除西安、太原、咸阳、渭南和运城市,其余16个城市的水资源条件产出效率较为低下;以水资源条件和经济状况分别输入输出时,水资源条件经济产出效率有效的城市仅占14.29%;与此同时,以用水情况为输入,经济状况为输出时,只有商洛和安康市的用水情况经济产出不理想,其余19个城市均显示DEA有效。可见,陕西省和山西省在水资源条件受限、水资源条件产出和水资源条件经济产出整体效率不高的情况下,用水情况的经济产出较为理想。表明:2017年陕西省和山西省通过各种方式,弱化水资源条件的劣势,提升各部门用水经济产出的有效性。

Abstract:
In this work, a super-efficiency data envelopment analysis (DEA) models was conducted to measure and analyze the problem of efficiency facing industrial sectors in 21 cities in Shaanxi and Shanxi province, China, which are resource-deficient areas. An indicator system involves 4 water resources condition, 6 water utilization and 5 economic indices is proposed for measuring the water consumption caused by water resources condition output, economic output of water resources condition and economic output of water utilization in each industrial sectors respectively. The results show that the water resources productivity in 16 cities except for Xi’an, Taiyuan, Xianyang, Weinan and Yuncheng city is low when water resources condition is treated as input, while water utilization of industrial sectors as output. Secondly, when water utilization condition is used as input and economic status used as output, only 14.29% cities are productivity effective in water resources. Furthermore, the economic output of water utilization condition in Shangluo and Ankang city are inefficiency when the water utilization condition applied as input and economic status as output, while the other 19 cities are DEA effective. It is evident that even though the condition of water resources in Shaanxi and Shanxi province is restricted, and the inefficiency in water resources output and economic output of water resources, the economic output of water utilization of the industrial sectors would be ideal. The result implied that in 2017, methods were used to weakening the disadvantage in water resources condition in order to raise the productivity in water utilization economy in Shaanxi and Shanxi province.
