构建河套灌区大规模盐碱地改良效果评估指标体系

摘要:
【目的】建立科学、系统、实用的大规模盐碱地改良效果评估指标体系,为河套灌区盐碱地改良评估工作提供依据。【方法】依托五原县隆兴昌镇3 333 hm2 改盐增草(饲)兴牧试验示范项目,通过梳理参与盐碱地改良的不同主体单位的出发点和预期效果,对其进行分类处理,为其配备合理、有效、经济可行的评估指标,采用改良德尔菲法确定盐碱地改良效果评估指标体系权重,并构建分目标赋权打分方法细则,实现对不同评价目标和不同对象群体改良效果评估指标体系的构建。【结果】通过对评估对象梳理分析将参与项目实施工作的主体单位分为以下3类:①施用土壤改良产品或模式展示改良效果的企业、②以新型改良产品和方式进行试验和对照的科研院所;③大面积流转土地进行经营性活动的企业。结合3类主体单位制定出2类评估体系:第一类体系服务对象为施用土壤改良产品或模式展示改良效果的企业,其是以不同程度盐碱化土壤改良效果评估为目的;第二类体系服务对象为科研院所、流转企业,以这些单位年度目标达成度的评估为目的。2类评估体系均设置4个一级指标、8个二级指标。利用改良德尔菲法确定了各指标权重系数、计分本底值、计分单位。【结论】本研究中构建的评估体系可为河套灌区开展大规模盐碱地改良效果评估工作提供参考和依据。

Constructing an Index-based System to Evaluate the Efficacy of Large-scale Remediation of Saline-alkali Soil for Hetao Irrigated District

Abstract:
【Background】With the increase in the implementation of large national and local-led soil quality improvement projects in recent years, management departments at all levels have suffered from the lack of objective evaluation systems that are classified by categories, goals, and systems. The individual, discrete indicators mentioned in the above, one-sided conclusions can be drawn through the increase or decrease of the index value, which is not conducive to the condensing and promotion of the model that seeks the best effect from it. It will also cause the enthusiasm of the participating project units to be dampened. The evaluation system constructed in this study is based on the improved Delphi method. Through extensive consultation with industry experts and project organization units, they always stand in the perspective of the project organization unit and classify factors of different dimensions according to the goals of performance evaluation. The differences in weight assignments achieve the objective rationality of each evaluation group and evaluation object and the intention of the organizational unit. Developed a set of evaluation method system for saline-alkali land improvement effect in Hetao Irrigation District.【Objective】In order to establish a scientific, systematic and practical large-scale saline-alkali land improvement effect evaluation index system, for the river cover irrigation area saline-alkali area improvement assessment work to provide a basis.【Methods】Relying on the 50,000 acres test demonstration project in Longxingchang Town, Wuyuan County, through combing the different subject units involved in the improvement of salt-alkali land starting point and expected effect, to classify it, for its equipped with reasonable, effective and economically feasible evaluation indicators, The weight of the evaluation index system of salt-alkali improvement effect was determined by the improved Delphi method, and the rules of the sub-target empowerment scoring method were constructed to realize the construction of the evaluation index system for different evaluation targets and different object groups.【Results】The main units involved in the implementation of the project are divided into the following three categories: Enterprises that apply soil improvement products or models to demonstrate improved results,②Scientific research institutes that experiment and control new improved products and methods, ③Enterprises that carry out business activities on large-scale land transfer. Combined with the three main units to develop two types of evaluation system: The first type of system service object for the application of soil improvement products or models to show the improvement effect of enterprises, which is to different degrees of salinized soil improvement effect assessment, the second type of system service object for scientific research institutes, circulation enterprises, to these units of the annual target of the assessment of the degree of achievement. Both systems set up four first-level indicators and eight second-level indicators. The weight coefficient, score base value and scoring unit of each indicator are determined by using the improved Delphi method.【Conclusion】The evaluation system constructed in this study can provide reference and basis for the evaluation of large-scale saline-alkali land improvement effect in river cover irrigation area.
