高邮灌区节水型用水管理模式的研究与实践

摘要:
高邮灌区农作物主要以水稻、小麦为主,农业灌溉用水量主要在于水稻种植,随着南水北调东线工程建成调水运行,运河水量将会实现调控,灌区供用水矛盾将更加突出。为主动适应南水北调限量供水的形势发展需要,高邮灌区按照节水优先的治水理念,与时俱进,积极探索新型节水管理模式。从严格分级管理体制、强化灌溉工作纪律、科学计算配用水量、加强灌溉制度宣传等方面着手,改革用水管理体制,优化调度水源,灌溉水利用率由0.57提高至0.65,极大地改善农田的供水保证率。实现了用水量和生产成本的减少,增强用水保障和农民收入,取得了显著的节水效益、灌溉效益和社会效益。

Abstract:
The crops in Gaoyou irrigation area are mainly rice and wheat, and the agricultural irrigation water consumption mainly lies in rice planting.With the completion and operation of the eastern route of the South-to-North Water Transfer Project, the canal water will be regulated and controlled, and the contradiction between water supply and water consumption in the irrigation area will become more prominent. In order to actively adapt to the situation and development needs of limited water supply in the South-to-North Water Diversion, the Gaoyou Irrigation District has been advancing with the times and actively exploring new water-saving management models in accordance with the water-saving water management concept. Starting from the strict hierarchical management system, strengthening the discipline of irrigation work, scientifically calculating the amount of water allocated, and strengthening the publicity of the irrigation system, reform the water management system, optimize the scheduling of water sources, and increase the irrigation water utilization rate from 0.57 to 0.65, which greatly improves the water supply of farmland Guarantee rate. The reduction of water consumption and production costs has been realized, water security and farmers" income have been enhanced, and significant water-saving, irrigation and social benefits have been achieved.
