| 【目的】为合理开发利用与保护水资源【方法】以山东省枣庄市为例,分析了该市水资源现状,总结了其在水资源开发利用和保护方面取得的成效与经验,探讨了存在的问题,提出了对策措施。【结果】执行最严格水资源管理制度,注重规划先行、制度建设和用水总量控制,加大供水工程体系建设力度,严格落实取水许可管理和节约用水制度,加强水功能区监督管理,实施区域综合水价改革等措施,有助于实现水资源合理开发和综合利用以及水环境保护。节水意识不强、水功能区达标率低、用水结构不合理等问题是制约水资源可持续开发利用的重要障碍。【结论】本文对科学制定水资源开发利用与保护策略具有重要指导意义。 |

| 【Objective】The purpose of this paper is to rationally develop, utilize and protect water resources.【Method】Taking Zaozhuang City, Shandong Province as an example, the current situation of water resources in the city was analyzed, and the results and experience obtained in water resources development, utilization and protection were summarized. In order to solve the existing problems, countermeasures were proposed. 【Result】Implement the most stringent water resources management system, paying attention to planning first, system construction and total water consumption control, increasing water supply engineering system construction, strictly implement water intake permit management and water conservation systems, strengthening supervision and management of water function zones, and implement regions comprehensive water price reform and other measures will help realize the rational development and comprehensive utilization of water resources and water environmental protection. Poor water-saving awareness, low compliance rate of water function zones, and irrational water use structure are important obstacles restricting the sustainable development and utilization of water resources. 【Conclusion】 This article is of great guiding significance for scientifically formulating water resources development, utilization and protection strategies. |
