| 【目的】在贵州省全面推行河（湖）长制背景下，掌握河湖治理成效，促进河湖治理体系和治理能力现代化，持续改善河湖面貌，为开创百姓富、生态美的多彩贵州新未来提供更加坚实的生态保障。【方法】通过分析贵州省河（湖）长制工作推进情况，结合河湖现场调查，总结河湖治理的方法和经验，分析存在的问题，并提成对策和建设。【结果】贵州省河（湖）长制实施以来，不少河湖实现了从“没人管”到“有人管”，从“多头管”到“统一管”，从“管不住”到“管得好”的转变，河湖面貌焕然一新，水质明显改善，生态环境有效恢复。【结论】需进一步强化河长湖长履职尽责，推动河（湖）长制尽快从“有名”向“有实”“有能”转变，为“十四五”我省河（湖）长制工作高质量发展规划提供理论参考。 |

| Effectiveness and Reflections of River and Lake Management in Guizhou Province under the Background of River-lake Chief System |

| 【Objective】Under the background of River-Lake chief system in Guizhou Province, we should master the effect of river and lake governance, promote the modernization of river and lake governance system and governance capacity, continuously improve the appearance of rivers and lakes, and provide a more solid ecological guarantee for creating a colorful future of Guizhou with rich people and ecological beauty.【Methods】Based on the analysis and investigationof River-Lake chief system in Guizhou Province, this paper summarizes some methods and experiences .【Result】Since the implementation of River-Lake chief system in Guizhou Province, many rivers and lakes have changed from "no one''s management" to "some one''s management", from "multi head management" to "unified management", from "unable to manage" to "well managed". The appearance of rivers and lakes has been completely new, the water quality has been significantly improved, and the ecological environment has been effectively restored.【Conclusion】It is necessary to further strengthen River-Lake chief system executive to fulfill his duties and responsibilities, and promote the transformation of River-Lake chief system from "famous" to "practical" and "capable" as soon as possible, so as to provide theoretical reference for the high-quality development planning of River-Lake chief system in our province during the "14th five year plan". |
