摘要:

【目的】为保障国家粮食安全，确保有效灌溉面积持续增加。【方法】本文以陡山灌区为例，调查了灌区多年灌溉档案，以探寻灌区实际灌溉面积变化情况。【结果】陡山灌区实际灌溉面积自2006年以来总体呈减少趋势，引起实际灌溉面积减少的主要因素是灌区基层管理主体缺位、应运而生的农民用水协会难以发挥作用、大田作物收益较低、高效作物影响、农民收入的主要来源发生转变及末级渠系年久失修等。【结论】灌区实际灌溉面积减少，带来了国家资源浪费、农民负担增加、农业收入减少、灌区运行和发展困难、灌区水资源衰减及长此以往灌溉水源用途可能改变的后果。

Abstract:

[Purpose] The purpose of this paper is to ensure the national food security and the continuous increase of effective irrigation area.[Method] This paper took Doushan irrigation district as an example and investigated the actual records in irrigation district over the years so as to explore the changes of the actual irrigation area. [Result] The author found that the irrigation area has been generally decreasing since 2006. Then, the author analyses the main reason is that the grass-roots management is absent in the irrigation district; the arisen farmer water users association is hard to play its role; the field crops have lower yields; the high-efficient crops exert an influence; the main source of farmers'' income has changed and the last canal system has been in disrepair for a long time. [Conclusion]Then, the author analyses its consequences such as the waste of national resources, the increasing burden and decreasing income of farmers; the hard operation and development of irrigation district and the possible change of the use of irrigation water sources in the long term. These investigation and analysis are expected to provide basic support for finding solutions.
