基于AHP-FCE的现代灌区工程健康评价模型研究

摘要:
灌区现代化改造是保障国家粮食安全的重要保障。明确灌区工程健康状况,提出现代灌区改造方案能够有效指导现代灌区建设,推动农业现代化。本文以江苏省来龙灌区为例,构建灌区骨干工程健康评价指标体系,利用层次分析法和模糊综合评价模型(AHP-FCE)计算各评价指标权重,评价骨干工程健康状况。结果表明:来龙灌区泵站工程和水闸工程的健康状况综合评价等级 “良好”、“中等”、“较差”的比例分别为16.72%、53.33%、30%和13.51%、48.65%、37.84%,而准则层的评价中,信息化水平评价等级 “较差”的比例达到了63.33%和64.86%。来龙灌区灌溉工程现代化改造的关键问题和薄弱环节,并按照现代灌区的基本特征提出了来龙灌区现代化改造要求。本文可为江苏省灌区现代化改造提供理论依据与技术支撑。

Study on health evaluation model of modern irrigation district based on the AHP-FCE model

Abstract:
The modern irrigation district construction is an important guarantee to ensure national food security. Clarifying the current situation of irrigation district and putting forward the transformation scheme of modern irrigation district can effectively guide the modern irrigation district construction and promote agricultural modernization. Taking Lailong irrigation district in Jiangsu Province as an example, this paper constructs the health evaluation index system of key projects in the irrigation district. AHP-FCE model was used to calculate the weight of evaluation indexes to evaluate the health status of backbone projects. The result showed that The proportions of "good", "medium" and "poor" in the comprehensive evaluation of health status of pump station project and sluice project in Lailong irrigation district were 16.72%, 53.33%, 30% and 13.51%, 48.65% and 37.84% respectively. In the evaluation of criterion level, the proportion of "poor" evaluation grade of informatization level reached 63.33% and 64.86%. According to the evaluation results, the problems existing in modern irrigation district construction were clarified, and the modernization transformation scheme of Lailong irrigation area was put forward according to the basic characteristics of modern irrigation district.
