农业用水管理三个关键问题探讨

摘要:
【目的】对农业用水管理三个关键问题进行阐释,促进提升农业用水管理水平。【方法】采用文献及现场调研方法,开展农业用水管理三个关键问题现状、问题及其分析,阐述对此问题认识。【结果】农业用水计量等三个关键问题对农业用水管理具有重要影响,影响农业用水持续利用和管理水平。【结论】农业用水计量要因地制宜采用多种计量手段,农业水价不要附加过多功能,要逐步回归到维护水利工程持续运转功能,充分利用好农业用水自治是提升农业用水“最后一公里”管理的重要手段。

Abstract:
【Objective】The aim of this paper was to explain the three key issues of agricultural water management and promote the improvement of agricultural water management.【Method】Using the methods of literature survey and on-site investigation, we carried out the current situation, problems and analysis of the three key issues of agricultural water management, and elaborated the understanding of these issues.【Result】Three key issues such as agricultural water measurement had an important impact on agricultural water management and affected the sustainable utilization and management level of agricultural water.【Conclusion】The measurement of agricultural water use should adopt the various treatments according to local conditions. The agricultural water price should reduce the additional functions, but gradually return to the function of maintaining the sustainable operation of water conservancy projects. Making full use of agricultural water autonomy is an important means to improve the last-mile management of agricultural water use.
