摘要: |
【目的】全面系统评价大型灌区的生态健康状况,为我国粮食安全及农业现代化发展提供重要保障。【方法】从灌溉节水系统、灌区环境质量、灌区生态资源、社会经济效应、服务管理体系及人文生态环境6个方面初步构建了节水型生态灌区综合评价指标体系,利用筛选模型从36个指标中优选出了19个评价指标,表达了85.57%的信息,基于层次分析法和模糊综合评价法,提出了节水型生态灌区综合评价模型,并对陕西省交口抽渭灌区进行了综合评价实证研究。【结果】交口抽渭灌区处于中等健康水平,综合评价等级优秀、良好、中等、及格、不及格等级的隶属度综合得分分别为:0.224、0.169、0.409、0.159、0.039;准则层的评价中,灌溉节水系统、灌区环境质量、灌区生态资源和社会经济效应处于中等水平,服务管理体系和人文生态环境处于优秀水平,并分析了交口抽渭节水型生态灌区的健康性受到破坏的原因。【结论】交口抽渭灌区的服务管理较好,但节水工程和灌区生态环境仍与现代化灌区存在一定差距。 |

【Objective】Keeping irrigation districts healthy is critical to maintaining their economic and ecological service. We present a new method in this paper to comprehensively and systematically evaluate health of large irrigation districts. 【Method】We used 36 indexes to characterize each irrigation water-saving system based on the following aspects: environmental quality of the irrigation area, ecological resource of the irrigation area, socioeconomic effect, service management, and humanistic ecological environment. Screening narrowed the indexes to19 which represent 85.57 % of the information on effect of the irrigation system. Based on these indexes, we combined the analytic hierarchy process and the fuzzy comprehensive evaluation method to evaluate ecological service of the water-saving irrigation districts. The model was applied to Jiaokou Irrigation District in Shaanxi province, China. 【Result】The health of Jiaokou Irrigation district was moderate, and scores of the comprehensive evaluation index at excellent, good, moderate, fair and poor levels were 0.224, 0.169, 0.409, 0.159 and 0.039 respectively. For the six aspects used in the evaluation, the effect of environmental quality of irrigation area, ecological resources, and social and economic effects were all moderate level, while the service management system and the humanistic ecological environment were at excellent level. 【Conclusion】On average, the service management of Jiaokou Irrigation district is good though there is still room for improvement. The method and results presented in this paper can help to improve maintenance of water-saving irrigation districts and prolong their ecological service. |
