石羊河流域武威属区高效节水灌溉综合效益研究

摘要:
【目的】研究石羊河流域武威属区高效节水灌溉工程实施的现状,总结节水灌溉工程发展的经验,发现工程实施过程中存在的问题。【方法】采用层次分析法(The Analytic Hierarchy Process,AHP)和模糊数学法,选择经济-社会-生态耦合效益作为区域综合效益,并根据武威区域的地域特征、气候特征、水资源特征、经济社会发展特征以及市、县、农场、农民多级联动耦合效应,建立武威属区高效节水灌溉工程区域综合效益评价指标体系;将实际调查数据代入指标体系,求解得出隶属度等评价结果。【结果】石羊河流域武威属区高效节水灌溉工程实施后的生态效益最为明显,达到I级(对应隶属度指为0.629),经济效益也为I级,对应隶属度值为0.508;社会效益为Ⅱ级,区域综合效益为I级;对区域农业结构调整程度(C22)的符合度较低,为Ⅲ级。【结论】石羊河流域武威属区高效节水灌溉项目生态效益和经济效益显著;今后应加大土地流转力度,通过种植大户推进作物种植结构优化调整,培育对高效节水灌溉项目的内生需求动力,提高农业节水潜力和可持续性,进一步夯实社会效益。

Abstract:
【Objective】in order to study the current situation, summarize experience and find out some problems of high efficiency water-saving irrigation project in Wuwei District of Shiyang River Basin.【Method】The author adopted analytic hierarchy process and fuzzy mathematics methods to set up the evaluation index system of regional comprehensive benefits of high efficiency water-saving irrigation project in Wuwei District of Shiyang River Basin, combining the region characteristics, climate characteristics, water resources characteristics, economic and social development characteristics of Wuwei region and the multi-level linkage coupling effect of city, county, farm and farmer. Choosing economic social ecological coupling benefit as regional comprehensive benefit. The actual survey data are substituted into the index system, and the membership degree and other evaluation results are obtained.【Result】The results showed that the ecological benefits are most significant, it"s level I (corresponding membership values are 0.629), the economic benefits are also level I, and it"s membership value is 0.508; the social benefits are level II and the regional comprehensive benefits are level I. But the degree of conformity to the adjustment of regional agricultural structure (C22) is relatively low, which is class III. 【Conclusion】The ecological and economic benefits of the high-efficiency water-saving irrigation project in Wuwei District of Shiyang River Basin are significant; In the future, we should increase the intensity of land transfer, promote the optimization and adjustment of crop planting structure by planting large households, Cultivate the endogenous demand power for efficient water-saving irrigation projects, improve the potential and sustainability of agricultural water-saving, and further consolidate social benefits.
