VIKOR法在节水灌溉项目方案优选中的应用

摘要:
【目的】为了有效解决节水灌溉项目方案选择困难的多属性复杂决策问题。【方法】本文基于VIKOR算法提出了一种新的节水灌溉项目方案优选方法,使用目标差值率对各指标的原始数据进行标准化处理,同时利用改进的CRITIC法进行客观赋权。【结果】通过对实际案例应用进行分析,并与其他优选方法作对比,当VIKOR法的决策系数取不同值时,得到的排序结果分别与模糊综合评价法、模糊物元模型结果完全一致,得出的最优方案与实际情况相符,表明了将VIKOR法应用到节水灌溉项目方案优选中是可行的。【结论】VIKOR法具有原理简单、计算简便、分辨率高、结果稳定性强等特点,并且决策系数可以根据项目研究意义和决策者的意愿进行调整,增强了VIKOR法操作的灵活性和结果的可靠性,在工程应用方面具有重要意义,该方法也可以在类似工程方案优选与评价方面广泛应用。

Abstract:【Objective】The paper is proposed to effectively solve the multi-attribute complex decision-making problem in water-saving irrigation project scheme selection.【Method】This paper provided a new selection-optimization method for water-saving irrigation projects based on the VIKOR algorithm. The proposed method employed the target difference rate to standardize the original data of each index, as well as the improved CRITIC method was conducted to assign weight objectively. 【Result】By analyzing the actual case application and comparing it with other methods, we have found that the ranking results from the VIKOR method with different decision coefficients were consistent with the results of fuzzy comprehensive evaluation method and fuzzy matter-element model. And the optimal scheme coincided with the actual situation, which indicated the VIKOR method is feasible to solve the decision-making problem in water-saving irrigation project scheme selection. 【Conclusion】The VIKOR method has the characteristics of simple principle, simple calculation, high resolution, and strong stability of results. The decision coefficients could be adjusted according to the significance of the project research and the willingness of decision makers, which enhances flexibility and reliability of VIKOR method operation. The proposed method is of great significance in engineering application, and could also be widely used to optimize and evaluate the selection in similar engineering schemes.
