贵州中型灌区续建配套与节水改造现状与发展方向思考

摘要:
【目的】分析中型灌区续建配套与节水改造现状及存在短板,剖析下阶段灌区农业及乡村振兴对灌区建设的需求;寻求加快灌区续建配套和现代化改造,加快补齐灌区基础设施短板,推动灌区基础设施提档升级的有力途径。【方法】通过灌区“十三五”、“十四五”规划推进情况及灌区现场调查,分析灌区续建配套与节水改造进程和存在问题,总结灌区建设的经验和不足,为灌区实现“节水高效、设施完善、管理科学、生态良好”的目标提出发展方向和建议。【结果】贵州中型灌区续建配套与节水改造建设将进一步完善工程体系,提高灌区治理能力,把握灌区为农业生产服务的底线,正确引导灌区功能的转变与拓展,科学布局工程体系、管理体系、生态体系建设。【结论】灌区需进一步从建设资金保障、整体性改造推进、信息化建设创新和灌区精细化管理等方面得到全面提升,以满足“十四五”期间水利部对中型灌区续建配套与节水改造的标准和要求。

Abstract:
【Objective】This paper analyzed the current situation and shortcomings of the continuous construction and water-saving transformation of the medium-sized irrigation area, analyzed the demand of the agricultural and Rural Revitalization of the irrigation area on the construction of the irrigation area in the next stage, and seeked powerful way to speed up the reconstruction and modernization of the irrigation area, speed up the supplement of the infrastructure short board of the irrigation area, and promoted the upgrading of the infrastructure in the irrigation area.【Methods】Based on the 13th five year plan and the 14th five year plan and the field investigation of irrigation area, the paper analyzes the process and existing problems of continuous construction and water-saving transformation in irrigation area, summarizes the experience and shortage of irrigation area construction, and puts forward development direction and suggestions for realizing the goal of "water saving and high efficiency, perfect facilities, scientific management and good ecological condition".【Result】The construction of supporting facilities and water-saving reconstruction of medium-sized irrigation districts in Guizhou will further improve the engineering system, improve the governance capacity of irrigation areas, grasp the bottom line of serving agricultural production, correctly guide the transformation and expansion of irrigation functions, and scientifically arrange the construction of engineering system, management system and ecological system.【Conclusion】In order to meet the standards and requirements of the Ministry of water resources for continued construction and water-saving transformation of medium-sized irrigation areas during the "14th five year plan", irrigation areas should be further improved from the aspects of construction fund guarantee, overall transformation promotion, information construction innovation and fine management of irrigation areas.
