| 黑河干流进入内蒙古改称额济纳河，黑河流域实施统一调度以来对额济纳绿洲生态恶化趋势得到遏制和改善，但是黑河下游仍存在水资源供需矛盾突出、配置不合理、缺少骨干调蓄工程和东居延海水质恶化等问题。文章对黑河下游实施水量统一调度中水资源利用、水利工程建设及水生态保护提出了考合理的对策建议。 |

| The main stream of Heihe River enters Inner Mongolia and is renamed Ejina river. Since the implementation of unified regulation in Heihe River Basin, the ecological deterioration trend of Ejina oasis has been restrained and improved. However, there are still some problems in the lower reaches of Heihe River, such as the contradiction between supply and demand of water resources, unreasonable allocation, lack of key storage projects and deterioration of water quality in the east coast. This paper puts forward some reasonable countermeasures and suggestions on the implementation of unified water regulation in the lower reaches of Heihe River, the utilization of water resources, the construction of water conservancy projects and the protection of water ecology. |
