基于模糊层次分析法的节水型生态灌区综合评价

摘要:
【目的】全面系统评价大型灌区的生态健康状况,为我国粮食安全及农业现代化发展提供重要保障。【方法】从灌溉节水系统、灌区环境质量、灌区生态资源、社会经济效应、服务管理体系及人文生态环境6个方面初步构建了节水型生态灌区综合评价指标体系,利用筛选模型从36个指标中优选出了19个评价指标,表达了85.57%的信息,基于层次分析法和模糊综合评价法,提出了节水型生态灌区综合评价模型,并对陕西省交口抽渭灌区进行了综合评价实证研究。【结果】交口抽渭灌区处于中等健康水平,综合评价等级优秀、良好、中等、及格、不及格等级的隶属度综合得分分别为:0.224、0.169、0.409、0.159、0.039;准则层的评价中,灌溉节水系统、灌区环境质量、灌区生态资源和社会经济效应处于中等水平,服务管理体系和人文生态环境处于优秀水平,并分析了交口抽渭节水型生态灌区的健康性受到破坏的原因。【结论】交口抽渭灌区的服务管理较好,但节水工程和灌区生态环境仍与现代化灌区存在一定差距。该研究成果可为节水型生态灌区科学评估和建设管理提供理论依据与技术支撑。

Comprehensive Evaluation of Water-saving Ecological Irrigation District Based on Fuzzy Analytic Hierarchy Process

Abstract:
【Objective】Comprehensive and systematic evaluation of the ecological health status of large irrigation areas provides an important guarantee for food security and agricultural modernization in China. 【Method】The comprehensive evaluation index system of water-saving ecological irrigation area was preliminarily constructed from six aspects of irrigation water-saving system, environmental quality of irrigation area, ecological resources of irrigation area, socio-economic effects, service management system and humanistic ecological environment. 19 evaluation indexes were selected from 36 indexes by using the screening model, and 85.57 % of the information was expressed. Based on analytic hierarchy process and fuzzy comprehensive evaluation method, the comprehensive evaluation model of water-saving ecological irrigation area was proposed, and the comprehensive evaluation empirical study was carried out on Jiaokou Irrigation District in Shaanxi Province. 【Result】The Jiaokou Irrigation District was at a medium healthiness level, and the comprehensive evaluation levels of excellent, good, medium, fair and failing levels had an affiliation degree composite score of 0.224, 0.169, 0.409, 0.159 and 0.039 respectively; in the evaluation of the criterion layer, the irrigation water-saving system, the environmental quality of the irrigation area, the ecological resources and the social and economic effects of the irrigation area were at the medium level, the service management system and the humanistic ecological environment were at the excellent level The reasons for the destruction of the healthiness of the water-saving ecological irrigation district of Jiaokou Irrigation District were analyzed. 【Conclusion】The service management of Jiaokou irrigation area is good, but there is still a certain gap between the water-saving projects and the ecological environment of the irrigation area and the modern irrigation area. The research results can provide theoretical basis and technical support for scientific assessment and construction management of water-saving ecological irrigation areas.
