| 摘要: |
| 【目的】粮食安全是国家安全战略重要组成部分,是关系社会稳定,人民生活的头等大事,而水利又是粮食生产安全的命脉,党中央、国务院连续多年下发1号文件为农业生产提出指导意见。【结果】江西是全国13个粮食主产区之一,通过调研,发现近年来受地方财力影响,对农业灌区建设投入不足；突出表现在融资机制、保障机制、管理体制、发展机制等方面,这些困难和问题浪费了水资源,影响了农业灌溉功能,是江西省粮食生产安全的潜在隐患。【结论】如何以国家、省有关政策为动力,加快灌区体制机制改革步伐,以多渠道筹集资金助力灌区建设,多层次健全机制保障经费开支,多举措完善制度提升管维水平,多方位引进龙头实现产业融合等四方面破解问题,助力江西省粮食生产安全、助推乡村产业振兴,确保粮食主产区地位不动摇,急需高位推进,统筹谋划。 |

| Abstract: |
| [Objective] Food security is an important part of the national security strategy. It is the top priority related to social stability and people"s lives. Moreover, water conservancy is the lifeblood of food security. Therefore, the CPC Central Committee and the State Council have issued No. 1 document for many years to provide guidance for agricultural production. 【 Results 】 Jiangxi is one of the 13 major grain producing areas in China. Through our investigation, it is found that the investment in agricultural irrigation area construction is insufficient due to the influence of limited local government revenue in recent years.This is manifested prominently in financing mechanism, guarantee mechanism, management system, development mechanism, etc.These difficulties and problems have wasted water resources, affected the agricultural irrigation function, and are potential hidden dangers of food production security in Jiangxi Province. [Conclusion] How to take the relevant national and provincial policies as the driving force to speed up the reform of irrigation system and mechanism, raise funds from multiple channels to help the construction of irrigation areas, improve the mechanismat multiple levels to ensure the expenditure, take multiple measures to improve the system to improve the management and maintenance level, and introduce leading enterprises in multiple directions to realize the integration of production and industry, so as to help the food production safety of Jiangxi Province, promote the revitalization of rural industries, and ensure the unshakeable status of the main grain producing areas, is urgent to promote at a high level and plan as a whole. |
