| The initial allocation of emission rights is the basis and premise of emission rights trading. The initial allocation of drainage rights in China follows the basic principles of fairness and efficiency. According to the actual situation in China, different models such as on-demand distribution, regional population, year-on-year reduction method, economic aggregate method, pollutant discharge performance method, historical pollutant discharge method, chromatography analysis method and environmental capacity method are adopted to carry out the initial distribution research of pollutant discharge rights. Different regions should choose the distribution model suitable for their own regions. The initial allocation of pollutant discharge rights in hainan province is mainly based on the study of economic aggregate, pollutant discharge performance, regional population and comprehensive distribution model. The results show that it is more reasonable to adopt the comprehensive distribution model for the initial distribution of COD pollutant discharge rights in 18 cities and counties in hainan province. It is suggested that the comprehensive distribution model is used for the initial distribution of pollutant discharge rights in the trading process of pollutant discharge rights in hainan province to ensure the coordinated development of ecological environment and economy in hainan province. |
