Study on Comprehensive Water Safety Evaluation of Yellow River Irrigation Districts in the Lower Yellow River

Abstract:
Carrying out research on water security in the Yellow River Diversion Areas in the lower Yellow River to promote the economical use of water resources is related to food security and ecological security in the Yellow River Diversion Areas. In order to actively implement the spirit of the important speech delivered by the General Secretary Xi Jinping at the symposium on ecological protection and high-quality development in the Yellow River Basin, this paper establishes a quantitative index system for water safety in irrigation districts based on the “economic society-water resources-ecological environment” composite system, the fuzzy comprehensive evaluation model was used to comprehensively evaluate the water safety status of the irrigation area, and the results were applied to the Yellow River Irrigation Area of Henan Province. The evaluation results show that except for Changyuan, Fengqiu and Huaxian, the counties (cities) involved in Dagong Irrigation District are not optimistic about their water security status. Paying attention to the unified allocation of water resources in irrigated areas and making full use of the Yellow River water to improve the areas with weak water resources can better promote the local economic development. This paper can establish a foundation for improving the water safety level of the Yellow River Irrigation Districts, and at the same time provide a certain technical support for the high-quality development of the Yellow River Irrigation Districts in the lower Yellow River.
