Abstract:
The“Last Kilometer”Problem of Water Conservancy is the weakest link which constrains the performance advantage of irrigation and water conservancy. For years, national and local governmentshave been devoted to solve the problem, especially, in recent years, the governments kept increasing investments and completed a lot of hydraulic structures, besides, formed many kinds of construction, management, and maintenancemechanisms, altogether, fundamentally reversed thebackward situation of irrigation and water conservancy. However, the“Last Kilometer”Problemhas complicated origin and been existing for a long time, according to the results of recent unannounced visits, some issues still existed. There were the following main issues: the mismatch of water conservancy projects, bad condition of the existing projects, irrational management of project operation, and the sluggish progress of reforms. The reason might be the shortage of project investment,imperfect management system and social service system, absence of regulation, etc. In view of these problems, the paper presents four recommendations: increasing investments to strengthen points of weakness; deepen reform to form new construction, management, and maintenancemechanisms; developing service system to improve service level; performingdepartment functions to enhance supervision regulatory regime. Such recommendations are hoping to provide reference for solving the “last kilometer” problem.
