【Objectives】 In China, a nationwide integrated agricultural water pricing reform (NIAWPR) has been launched since 2016, and it has been more than half through 10-year reform plan. Only some areas with relatively good basic conditions, such as Shanghai, Zhejiang and Jiangsu, have completed the reform tasks and provincial acceptance inspection (PAI), and the reform in the three areas has entered the stage of consolidating the achievements and waiting for the national acceptance inspection (NAI). Considering the local characteristics and differences of the PAI methods in the three areas, a comparative analysis is made on the compliance of these methods compared with the national policies, and the difference analysis of these methods. It is not only conducive to the NAI, but also helpful to the reference of other reform regions in mechanism construction. 【Method】 This paper systematically analyzes the key points of NIAWPR and the integrity and differences of the PAI methods in the three areas from the two aspects of the PAI organization and PAI indexes, and at the same time, provides suggestions for the formulation of NAI. 【Result】 The PAI of the three areas is complete, covering all the key points of NIAWPR, but there are great differences in the structure of the PAI indexes. 【Conclusion】 It is suggested that a set of simple and feasible NAI standards should be established as soon as possible. Meanwhile, the quantitative requirements of NAI indexes should be formulated according to the level of economic and social development of reform regions |
