| 【Objective】With the increasing demand for groundwater resources, the severity severity of groundwater over-exploitation over-exploitationis becoming more and more seriousis increasingly aggravated, and the problem of groundwater over-exploitation needs to be solved urgently. In order to promote the rational use utilization of groundwater resources and solve the problem of groundwater over-exploitation, this paper proposes a proposalsome suggestions to define agricultural water rights in well-irrigated areas to households from the perspective of controlling the "tragedy of the commons" in agricultural water use in well-irrigated areas. 【Method】This paper makes an economic analysis of the "tragedy of the commons" attribute of groundwater overexploitation in well irrigation irrigated areas, uses the method of game theory to deduce work out the solution toof the "tragedy of the commons" in agricultural water use in well irrigation irrigated areas, and studies the initial distribution model of agricultural water rights in well irrigation irrigated areas. It also conductsanalyzes athe benefit -based analysis oncost of the definition of agricultural water rights to households in well-irrigated areas to households, and puts forward the improvement suggestions offor improving the definition of agricultural water rights to households in well-irrigated areas to households based on the analysis results. 【Result】 The overexploitation of groundwater is related to the "unrestricted" irrigation water intake of by farmers in well irrigation areas. The existing agricultural water rights in well irrigation areas belong to the "community" water rights system, and the definition of water rights is vague., and farmers take excessive groundwater for farmland irrigation, leading to the "tragedy of the Commons" of agricultural water in well irrigation areas. Agricultural water use in irrigated areas "tragedy of the commons". The high cost of defining definition of agricultural water rights in well-irrigated areas is the root cause of the fundamental reason for the unclear definition of agricultural water rights in well-irrigated areas. 【Conclusion】The clear definition of agricultural water rights to households will help to solve the problem of the "tragedy of the commons" of overexploitation of groundwater in agriculture. However, measures such as improving the construction of modern metering facilities , and establishing farmers' water associations, set up the favorable area of water right transfer mechanism and the introduction of contract of water-saving management model should be taken during the definition process to reduce the cost of agriculture water rights definitionthe exclusive cost and cost of agricultural water rights. Internal management costs, andT then promote the definition of agricultural water rights in well-irrigated areas to households, improve the efficiency of agricultural water rights in well-irrigated areas, and optimize the allocation of groundwater resources in well-irrigated areas. |
