Research on Ecological Compensation Standard of Water Resources Based on Opportunity Cost and Ecosystem Service Value Accounting: A Case of the Yellow River Basin |

Abstract: |
【Objective】 To establish the horizontal ecological compensation standard model of water resources in the Yellow River basin, so as to provide reference for the determination of the horizontal ecological compensation standard of water resources in the Yellow River basin.【Method】 Taking the Yellow River basin as the study area, the data of nine provinces of the Yellow River from 2018 to 2021 were selected to measure the lower limit of the ecological compensation standard for water resources in the Yellow River basin based on the cost method, and the upper limit of the ecological compensation standard for water resources in the Yellow River basin based on the ecological service value evaluation method.【Result】 The calculation shows that the total cost range of the upstream compensated area of the Yellow River basin from 2018 to 2021 is 2 561.49 to 3 121.52 million yuan, and the total ecosystem service value range is 54 857.95 to 58 895.77 million yuan. The lower limit of the total ecological compensation amount undertaken by the compensation area is 121.84~148.48 million yuan, and the upper limit is 2 609.38~2801.44 million yuan. The contribution proportion of each province in the compensation area is 5.90% in Shanxi, 50.26% in Shandong, 34.39% in Henan and 9.49% in Shaanxi.【Conclusion】The accounting results can basically reflect the protection costs paid by the upper reaches of the Yellow River basin, the value of ecological products provided and the differences among provinces and regions, which is scientific. |
