| Tibetan grassland is a precious natural resource in my country, which is related to the living standards and natural ecological environment of local farmers and herdsmen. The grassland ecological environment protection is of great significance. In order to solve the problems of unclear grassland boundaries (spatial locations), unclear relationships between the four areas, inaccurate contract areas, incomplete account book information (hereinafter referred to as "four inaccuracies") and "natural grassland pollution", the work of confirming, registering, and issuing grassland contract management rights ( Hereinafter referred to as grassland rights confirmation work) is imperative. A sound work plan and suitable technical methods are the keys to the successful confirmation of grassland rights. Based on the introduction of the significance of grassland rights confirmation work and the progress, existing problems and solutions of grassland rights confirmation work in various regions, the work plan for grassland rights confirmation in seven pilot counties in the Tibet Autonomous Region since the end of 2018 is expounded, and the technical characteristics of 3S are discussed. And its application effect in the pilot work of Tibetan grassland rights confirmation. The results show that the grassland contract management rights database established based on 3S technology products can be seamlessly connected with the real estate registration platform. A useful conclusion is drawn: The work mode of grassland rights confirmation jointly carried out by the rights confirmation working group composed of relevant professionals and stakeholders is worthy of promotion. |
