Research on the Evaluation of the Effectiveness of the "Clear Four Disorders" Special Action of Rivers and Lakes Based on Entropy Weight Matter Element Model

Abstract:
[Objective] In order to evaluate the completed Heilongjiang River and Lake "Clear Four Disorders" special action, this paper builds 13 indicators related to the river and lake "Clear Four Disorders" special action effectiveness evaluation index system that is closely related to it, [Methods] The method of combining the entropy weight method and the matter-element extension model was used to evaluate the effectiveness of the special action of the Qing Dynasty in the seven cities of Harbin, Qiqihar, Mudanjiang, and other cities in Heilongjiang Province. Five-level evaluation rating standards, and the results of multi-index comprehensive evaluation and analysis to ensure the accuracy and scientificity of the results. [Results] The results of the study show that: Harbin, Qiqihar and Daqing special action effectiveness evaluation level is level I; Hegang special action effectiveness evaluation level is level IV; Mudanjiang City, Shuangyashan City and Qitaihe City Special Action Effect Evaluation The level is Ⅴ. [Conclusion] The evaluation results of the matter-element model are basically consistent with the multi-index comprehensive evaluation results, indicating that the evaluation results of this method are reliable. The research results have certain significance for the establishment of the evaluation method system for the effectiveness of the special action of "Clearing the Four Disorders" in rivers and lakes, and at the same time can provide a basis for decision-making for comprehensive management of rivers and lakes.
