基于可变模糊集理论的平原水库健康评价及实例研究

摘要:
平原地区的种植业在我国占据着重要地位,但是频繁发生的旱涝灾害严重影响着我国农业生产,平原水库是解决这一问题的有效措施。对平原水库进行健康评价,保证其正常运营,进而保障农业生产已逐步成为人们关注的焦点。但是与山区水库相比,平原水库健康评价的理论和方法都非常缺乏。针对此问题,首先综合考虑了影响平原水库健康的各方面因素,进而提出了健康平原水库的定义;然后在此基础上建立了包括结构安全、功能效益、生态环境和健康稳定性4个一级指标以及14个二级指标的平原水库健康评价体系,按照健康、亚健康、不健康、病态4个级别进行划分;最后,针对平原水库健康评价的模糊特性,选用可变模糊方法对其进行评价。丁东水库的实例证明,本文构建的平原水库健康评价指标体系合理、概括性强,基于可变模糊的平原水库健康评价方法易于理解、操作方便、结果可信度高。

Assessing the Health of Plain Reservoirs Using Variable Fuzzy System: Theory and Case Study

Abstract:
Agriculture is an important industry in the plain regions in China, but is affected by frequent occurrences of drought and flooding . Building reservoirs in the plain regions offers an effective way to ameliorate these detrimental effects. Assessing the health of these reservoirs is essential to ensure their operation and safeguard agricultural production, but theories and methods for doing so are lack compared with those for hilly reservoirs. To bridge this gap, we proposed the concept of health plain reservoirs by considering various factors which affect the health of plain reservoirs. Based on this concept, the health assessment index system for the plain reservoirs was constructed, which included four first-grade indexes, namely, structural safety, functional benefits, ecological environment, health persistence, and 14 second-grade indexes. The health assessment index system was divided into four grades: health, sub-health, unhealthy and sick. Finally, using the fuzzy characteristics of the health assessment of the plain reservoirs, the variable fuzzy assessment method was chosen. Application of the model to Dingdong Reservoir showed that the health assessment index system for the lain reservoirs based on variable fuzzy was easy to understand, convenient to operate, be highly reliable.
