农田水利建设效益评估方法

摘要:
【目的】研究农田水利建设效益的组成和评估方法。【方法】在界定农田水利建设效益概念和内涵的基础上,从经济、社会、生态环境3方面提出农田水利工程建设效益评估指标体系,应用AHP-熵值法组合赋权法确定指标权重,建立了以货币为衡量标准的农田水利建设分项效益评估方法。选择湖南省进行实证研究,估算了大型灌区改造后湖南省农田水利工程的经济效益、社会效益与生态环境效益价值。【结果】湖南省农田水利建设社会效益远大于经济效益;生态环境效益存在负效益情况;湖南省东西部地区(除了郴州市)经济效益、社会效益普遍较好;分项效益占综合效益比例排名前三的为:防灾减灾效益、对脱贫致富的影响、农田生态养殖效益。【结论】该评估方法强调社会效益和生态环境效益,并考虑了水环境的负效益,符合现代水利生态化原则,评估结果可靠、真实。

Abstract:
【Objective】 Study the composition and quantitative assessment of comprehensive benefits of irrigation and water conservancy. 【Method】 We proposed an assessment indicator system in this paper to quantitatively assess the comprehensive benefits of irrigation projects, based on the concept of the comprehensive benefits of irrigation and water conservancy. The assessment system included economic benefits, social benefits and eco-environment benefits. The index weights were calculated by combining the weighting method and the AHP Entropy. A much improved quantitative assessment model was thus build. Taking the irrigation and water conservancy of Hunan Province as an example for case study, we analyzed the economic benefits, social benefits and eco-environment benefits of the large irrigation and drainage projects after revamping them. 【Result】 The social benefits overweighed the economic benefits, while the eco-environment benefits could become negative. Except for Chenzhou, the eastern and western regions in the province were found to have a better economic return and social benefits. The benefits ranked on the top three were: disaster prevention and mitigation benefits, contributions to out-of-poverty benefits and farmland ecological breeding benefits.【Conclusion】 The assessment emphasizes social benefits and eco-environment benefits, taking into account the negative benefits to water environment, so it conforms to the principle of modern water conservancy ecology, which make the results more reliable and truer.
