【目的】建立科学有效的再生水开发利用综合评价模型,对再生水开发利用规划政策的制定提供参考依据。【方法】以北方地区13个省份(直辖市、自治区)为研究对象,选取制约再生水开发利用的经济投资、管网建设、污水处理和用水因素等方面的8个评价指标,基于Topsis综合评价模型(逼近理想解法)建立北方地区各省份再生水开发利用综合评价模型,对模型计算结果运用聚类分析法实现评价分级。【结果】北京市、辽宁省和河北省再生水开发利用综合评价排名较高,2014—2017年评价排名均位居前3位。聚类分析表明,北京市再生水开发利用综合评价结果为“高”,辽宁省和河北省评价结果为“较高”,青海省和甘肃省评价结果为“较低”,其余省份为“中等”。2015—2017年,陕西省再生水开发利用综合评价排名逐渐上升,山西省再生水开发利用综合评价排名逐渐下降,其余各省份的排名情况相对稳定。【结论】Topsis模型对北方地区省份的再生水开发利用情况具有显著的区分度,能够较好地评价北方地区再生水开发利用情况。 |

【Background】The shortage of fresh water has become a bottleneck to socioeconomic development in northern China, and reusing the recycled wastewater could partly alleviate this problem. Existing studies on reclaimed wastewater reuse were qualitative and not comprehensive. Considering the strategies proposed by the central government to improve reuse of unconventional water resources, it is practically significant to evaluate and analyze the comprehensive development and utilization of recycled wastewater.【Objective】The purpose of this paper is to present a method to systematically evaluate the development and utilization of recycled wastewater with a view to improve its sustainable reuse and provide baseline dataset for policy-making.【Method】We considered the 13 provinces, including municipalities and autonomous regions, in northern China, and selected eight factors in the evaluation: water resources, water type, population, economic investment, water pipe network construction, sewage treatment, water level and ecological environment, which could affect the development and utilization of recycled wastewater. The analysis was based on the Topsis method – a comprehensive evaluation method having been used in a wide range of fields. Evaluation of the calculated results was graded using the cluster analysis method.【Result】Beijing was ranked top, followed by Liaoning and Hebei provinces, in the comprehensive evaluation from 2014 to 2017 due to its advanced water supply and drainage infrastructure. In contrast, Qinghai and Gansu provinces were ranked at the bottom. From 2015 to 2017, the comprehensive evaluation revealed that the development and utilization of reclaimed wastewater in Shaanxi province had gradually improved, while that in Shanxi province had been in decline.【Conclusion】The Topsis model can distinguish the development and utilization of reclaimed water in northern provinces, and can better evaluate the development and utilization of reclaimed water in northern regions. |
