| 2013年,高邮市被列为全国农业水价综合改革试点县,为持续推进全市农业水价综合改革工作,高邮市积极探索水价制度改革,对全市农业灌溉的用水对象实行定量分配,进行用水总量控制,分类明确种植、养殖用水定额,合理制定农业水价价格,配套供水计量设施,制定精准补贴和节水奖励办法,实施小型水利工程产权制度改革。通过在农业用水量控制、供水计量设施选型及安装、小型水利工程产权登记证发放、农民用水合作组织建设与管理以及精准补贴、节水奖励筹集等方面进行积极探索,确保了“管理服务、水价核定、水费收缴、政府监管”四个到位,在工程管理、节水灌溉等方面取得一定成效,为全市全面推进农业水价综合改革积累了有特色、可复制、可推广的经验。 |
