| 【目的】促进河南省水资源持续高效利用，加快水资源管理体制优化，创新政府行政管理模式，为水资源相关领域产业升级转型和河南省区域经济高质量发展提供新的战略对策和路径选择。【方法】本研究通过梳理河南省水资源利用现状和存在的问题，着重剖析河南省水资源领域面临的战略机遇，阐述了河南省水资源保护和利用前沿关键技术创新与应用。【结果】河南省水资源保护和利用在取得巨大成效的同时仍面临巨大的挑战：节水成效偏低、先进技术体系不完善、水污染治理成效不稳定、水资源管理机制不健全。【结论】未来，必须协调好水资源开发与保护的关系，树立和谐发展思想，充分发挥河南省区域优势，加强前沿关键技术研发，创新政府管理机制，实现水资源高效持续利用。 |

| 【Background】Economic development in Henan province has experienced an extensive growth for a long period, which has inevitably increased the demands for water resources which has become increasingly scarce.【Objective】The purpose of this paper is to analyze and discuss the bottlenecks facing protection and utilization of water resources in Henan province first. We then outline strategies to safeguard continuous and efficient use of water resources in the province, optimize water resources management, innovate governmental administrations responsible for water management, and transform water-related industries so as to sustain economic development in the province.【Method】We base on the current situation and problems faced by water resources utilization, analyzing the strategic opportunities for water resources and discussing the potential of innovation and application of advanced technologies in protection and utilization of water resources.【Result】While protection and utilization of water resources in Henan province has made substantial processes over the past few decades, challenges still remains. In particular, low efficacy of water-saving technologies, lack of implementing advanced technologies, unsustainable water pollution control, and inferior water resource management are a few outstanding issues.【Conclusion】Coordinating water resources development and protection and establishing harmonious development strategies, by making most of the province, is essential to strengthen research and development in frontier technologies and innovate governmental administration, as so to achieve efficient and sustainable use of water resources in the province. |
