| 为深入推进区域水价改革，加快完成黄河水资源超载区的治理任务，于2023年3月在山东省选取东营广饶县、德州平原县开展黄河水资源超载区水价改革试点研究。以广饶县为例，归纳了优化区域供水结构、搭建多水源供水管理平台、制定出台综合水价政策试点经验，探究了构建黄河水、长江水同质、同价“双保障”供水新模式，提出“激励约束并重、用户公平负担、发挥市场作用”水价改革的对策建议，为黄河水资源超载区综合水价改革提供借鉴。 |

| In order to further promote the reform of regional comprehensive water price and accelerate the completion of the governance task of the Yellow River water resources overload area, in March 2023, Shandong Province selected Dongying Guangrao county and Dezhou plain county to carry out the pilot of regional comprehensive water price reform of the Yellow River water resources overload area. This paper, taking Guangrao County as an example, summarizes the pilot experience of optimizing district water supply structure, setting up multi-source water supply management platform, formulating and issuing comprehensive water price policy, etc. Based on the new water supply model of "double guarantee" of Yangtze River water with the same quality and same price, the countermeasures and suggestions of establishing the comprehensive water price reform of "equal emphasis on incentives and constraints, fair burden of users, and playing the role of market" are put forward in order to provide reference for the follow-up regional comprehensive water price reform in the overloaded area of Yellow River water resources. |
