摘要:
【目的】助力黄河流域生态保护与高质量发展战略的落实。【方法】以陕西省黄河流域为例,构建水资源-经济-生态综合评价指标体系,采用组合权重法确定各指标权重,建立耦合协调度模型对其2003—2022年的耦合协调发展状况进行评价,并利用障碍度模型分析影响其耦合协调发展的关键障碍因素。【结果】①陕西省黄河流域水资源-经济-生态系统综合评价指数呈波动上升态势,其中水资源子系统对复合系统起关键制约作用;②陕西省黄河流域耦合协调度从2003年的濒临失调(0.457)提升至2022年的良好协调状态(0.844),但区域差异显著;③工业产值模数和人均水资源量是关键障碍因素,生态环境用水率等生态指标后期的障碍作用增强。【结论】陕西省黄河流域未来应通过优化产业结构、提高水资源利用效率以及加强生态补偿机制创新,来破解资源与产业矛盾,推动黄河流域高质量协调发展。

Abstract:
【Objective】The section of the Yellow River Basin in Shaanxi Province faces challenges in balancing water resources management, economic development and ecological protection. Coordinating these interdependent systems is critical for implementing the ecological protection and high-quality development strategy of the Yellow River Basin. This paper evaluates the coordinated development of the water resources-economy-ecology nexus in the Shaanxi section of the basin and identifies its key influencing factors.【Method】We constructed a comprehensive evaluation index system for the water resources-economy-ecology nexus from 2003 to 2022 in the study region, with the weights of each index determined using the combined weight method. The coordinated development of the nexus was assessed using a coupled coordination degree model, and the key factors that constrain its coordinated development were identified using an obstacle degree model.【Result】①The comprehensive evaluation index of the water resources-economy-ecology nexus in the Shaanxi section of the Yellow River Basin showed fluctuations but an overall increasing trend from 2003 to 2022, with the water resources subsystem playing a key restricting role in the composite system. ②The coupled coordination degree increased from 0.457, indicating an almost imbalanced state in 2003, to a well-coordinated level of 0.844 in 2022, although it varied spatially across the region. ③Industrial output modulus and water resources per capita were identified as the primary factors limiting coordinated development, while the impact of ecological indicators, such as ecological water use efficiency, became increasingly important.【Conclusion】Optimizing industrial structure, improving water use efficiency and innovating ecological compensation systems are the key strategies to alleviate the conflicts between resource availability and industrial growth and to sustain the development of the Shaanxi section of the Yellow River Basin.
