Comprehensive Analysis of the Benefits of High-efficient and Water-saving Irrigation in Wuwei in Shiyang River Basin

Abstract:
【Background】Increase in population and rapid urbanization and industrialization have built unprecedented pressure on demand for water resources. This was further exacerbated by deterioration of ecosystems and the requirement to reduce water use in all sectors to restore ecosystem functions. Among all efforts being attempted, developing efficient and water-saving irrigation plays a central part as agriculture consumes more than half of water used by all sectors combined in China. Water-saving irrigation is to minimize water loss in every steps in water transfer as well as deep percolation from soil, while efficiency means that crops being irrigated not only give the best yields but are also socially and ecologically sustainable. This is essential to developing sustainable agriculture. 【Objective】Taking the catchment of Wuwei in Shiyang River Basin as an example, this paper analyzed current situation and previous experiences in order to find the problems facing implementation of efficient water-saving irrigation. This would provide scientific support for developing high-efficiency water-saving irrigation to boost socioeconomic and ecological development in the catchment.【Method】Analytic hierarchy process model and fuzzy model were used to create the evaluation indexes to represent the comprehensive benefits of the high efficient water-saving irrigation projects. The models considered characteristics of local climate, water resources, socioeconomic development, as well as the multi-level linkage between city, county, farms and farmers, with the combined socioeconomic benefit and ecological benefit as the comprehensive benefit of the irrigation project. The membership value and the evaluation calculated from the models were based on the survey data from the catchment.【Result】The ecological benefits of the irrigation projects were most significant and level “I” with an associated membership value of 0.629; the economic benefits were also level “I” with a membership value of 0.508. The overall regional comprehensive benefits were level I despite the social benefits being level II. The degree of conformity to the adjustment of the regional agricultural structure (C22) was class III, relatively low. 【Conclusion】The ecological and economic benefits of the high-efficient water-saving irrigation projects in Wuwei in the Shiyang River Basin were significant. Future work should focus on increasing land consolidation, optimizing planting structure, incentivizing farmers to water-saving irrigation projects.
