【Objective】A nationwide integrated agricultural water pricing reform (NIAWPR) was launched across China in 2016, and this paper is to evaluate national acceptance inspection (NAI) of the NIAWPR.【Method】The evaluation was based on studies of several developed provincial regions in southern China including Shanghai, Zhejiang and Jiangsu, to make a comparative analysis of the compliance of these areas' reform tasks and provincial acceptance inspection (PAI) methods compared with the national policies. It is helpful to the reference of national ministries and commissions in mechanism construction. This paper systematically analyzes the key points of NIAWPR and the integrity and differences in the PAI methods in the three areas from the two aspects of the PAI organization and PAI indexes, and at the same time, provides suggestions for the formulation of NAI. 【Result】The PAI index systems of the three areas is completely covering all the key points of NIAWPR. There are great differences in the structure of the PAI indexes. 【Conclusion】It is suggested that a set of simple and feasible NAI standards should be established as soon as possible. Meanwhile, quantitative requirements of NAI indexes should be formulated according to the levels of economic and social development in different regions. |
