Method of Evaluating Safety for Water Usage and Its Application to Water Use in Irrigation Districts in the Lower Reach of the Yellow River

Abstract:
【Background】The double whammy facing economic development in most regions in the Yellow river basin is the increased demand for water due to the continuous socioeconomic development and the dwindled water resources. Therefore, water management in the basin needs to balance the demand for water of different regions and the water requirement of industrial production while in the meantime maintaining ecosystems services.【Objective】The purpose of this paper is to present a method to evaluate safety for water usage and apply it to irrigation districts in the lower reach of the Yellow river aimed to improve conservation and intensive use of water resources in the river.【Method】A quantitative indicator system based on interaction mechanism in the economy-society-water resources-ecological environment composite system was constructed for water safety, and a fuzzy comprehensive evaluation model was used to evaluate water safety in the irrigation districts. We tested the method by taking irrigation areas in Dagong river in Henan province as an illustrative example.【Result】The analysis showed that most counties and cities in the region are susceptible to water safety, except Changyuan where the water safety had increased from basic safe level in 2013 to very safe level in 2017, Fengqiu where water safety had increased from relatively safe level in 2013 to very safe level in 2017, and Huaxian where water safety remained unchanged at basic safe level.【Conclusion】The allocation of water resources in the irrigation districts should be improved by diverting the Yellow river water to areas scarce with water resources.
