Coordinating Management of the Eco-environmental Systems in the Yellow River Basin

Abstract:
“Yellow River Basin Ecological Protection and High-quality development” proposed by general secretary Xi Jinping on 18 September 2019 has significantly boosted research on coordinating management of ecology and environment in the Yellow river basin, which has become a major national strategy. In this paper, we first summarize the dilemma facing coordinating management of the eco-environment and then analyze the necessity for coordinating management, based on current study on eco-environment in the Yellow river basin, as well as theory and practices of coordinating management. We present the “5666” management and development strategy for coordinating management of the eco-environment in the basin. The shorthand “5666” means using five developmental concepts –“coordinating development, harmonious development between human and water, sustainable development, high-quality development and modern technology management”: to ①establish six coordination systems-interest coordination, regional coordination, department coordination, technology coordination, supervision coordination and evaluation coordination; and ②mobilize the initiative of each department in each region in the coordinating management of ecological environment in the Yellow river basin through six guarantee measures, including dynamic management, consultation management, market management, crisis management, responsibility management and compensation management. Six suggestions and countermeasures should be enhanced such as top-level design, joint prevention and control, public supervision, normal long-term effect, interest driven and path leading to improve the sense of duty and efficiency of each department in each region of the coordinating management of eco-environment in the Yellow River basin.
