Water Use Efficiency in Shaanxi and Shanxi Province Analyzed Using the Super Efficiency DEA Model |

Abstract: |
【Objective】 The aim of this work is to evaluate the utilization efficiency of water resources in 21 cities in Shaanxi and Shanxi provinces of China, based on three relationships: “water resource condition-water resource utilization”, “water resource condition-socioeconomy” and “water resource utilization-socioeconomy”.【Method】The evaluation was based on the super-efficiency data envelopment analysis (DEA) model, and considered four water resource condition indices, six water resource utilization indices, and five socioeconomic indices.【Result】① In all 21 cities, the water resource utilization condition was effective only in Xi’an, Taiyuan, Xianyang, Weinan and Yuncheng. ② Only 14.29% of the 21 cities were productively effective in economic output of their water resources; ③ In all but Shangluo and Ankang , the economic output of the water resource utilization was DEA effective. It is hence manifested that even though water resources in the two provinces are scarce and the outputs of their water resources is economically inefficient, the economic output of the water utilization cloud still be effective.【Conclusion】The efficiency of overall output and economic output of the water resources in the two provinces can be improved by adjusting the allocation of groundwater. Optimizing urban water consumption and restructuring primary industries can improve the efficiency of overall output and economic output of the water resources respectively. |
